Protecting Tibetan Religious Freedom
The Chinese government has declared that it alone has the right to recognize the reincarnation of the Dalai Lama, one of the most revered spiritual leaders in Tibetan Buddhism. This represents an unprecedented intrusion into Tibetan religious affairs and a direct attack on religious freedom.
Claims by the Chinese Government
- In 2007, China issued “Order No. 5,” asserting government authority over all reincarnated lamas (tulkus)
- Chinese officials regularly state that the next Dalai Lama must be approved by the Chinese Communist Party
- The government has already appointed its own Panchen Lama, while the Panchen Lama recognized by Tibetans has been missing since the age of six
- These actions violate fundamental principles of religious freedom and Tibetan Buddhist tradition
The Position of the Dalai Lama
His Holiness the 14th Dalai Lama has clearly stated:
- The decision whether the institution of the Dalai Lama will continue belongs to the Tibetan people
- If there is to be a 15th Dalai Lama, he will be born in freedom, outside Chinese control
- No recognition should be given to any successor appointed by the Chinese government for political purposes
